Puberty is highly variable depending on the individual. It may begin sooner or later and run quite differently. But there are ways that are not really standards, but guidance as to whether everything is going well. And it is interesting to know, because it can detect an abnormality early enough to be taken over time.
Female Puberty
Stages S, P or G corresponding to Tanner stages. See note at end of article.
The first sign that puberty a girl begins, is that her breasts grow. The age of onset of mammary bud (S2) is on average 10.6 years, varying between 8.9 years and 12.9 years.
Debutante pubic hair (P2), it occurs on average at 11.2 years (range from 9.0 to 13.4 years).
A large pubic hair (P3) appears to 12.2 years (range between 9.8 and 14.6 years).
The peak of growth of female puberty occurs at an average of 12.2 years (range between 10.2 and 14.6 years).
The first rules occur at 12.9 years (range between 10.8 and 14.2 years).
Pubic hair adult (P5) is installed at an average of 14 years (range between 11.6 and 16.4 years).
The complete development of breasts (S5) is reached at 14 years on average (range between 11.6 and 16.4 years).
Male puberty
Stages P or G corresponding to Tanner stages.
The testicular volume increases (P2, is greater than 3ml) average age of 11.5 years (range 9.5 to 13.5 years).
Debutante pubic hair (P2) is observed at 12 years (range between 9.9 and 14.1 years).
The first ejaculation usually occurs at 13.4 years with a range between 11.7 years and 15.3 years.
Important pubic hair (P3) is rated at around 13.5 years (range between 11.1 and 15.9 years).
The growth peak occurs at 13.9 years (range between 12.3 and 15.5 years).
The increased testicular volume (G5 is higher than 15 ml) averaged 14.7 years (range between 12.5 and 16.9 years).
Pubic hair adult (P5) is there to 14.9 years (range from 12.9 years to 16.9 years).
For most children and adolescents, ie 95% of individuals, the stages of puberty occurs between the data changes for each event. However, if change occurs outside the usual variations, it is most often a variation of personal, more rare, but still normal, such as early puberty or late otherwise. However, from the moment it happens (or does not occur) in age, it is advisable to consult a doctor. Are advised to consult such a balance in a young girl of 16 who has not yet menstruating. The doctor best able to advise in this case is a pediatrician who, remember, following children up to 16 years.

Note: the Tanner stages
Tanner stages are a tool for estimating the stage of puberty in a boy or a girl. They are very accurate.
The letter P describes the development of pubic hair in boys and girls:
Absence of P1 hair.
P2 few long hairs on the pubis.
P3 pubic hair over the symphysis.
P4 provided pubic hair.
P5 The hair extends to the root of the thigh and lying to the umbilicus in the boy.
The letter S is the evolution of breasts in girls:
S1 Absence of breast development.
S2 Small breast buds with enlargement of the areola.
The mammary gland S3 exceeds the surface of the areola.
S4 maximum breast development (appearance of a path under breast). Protrusion of the areola and nipple of the gland.
S5 Aspect adult. Disappearance of the projection of the areola.
The letter G is used for the development of external genitalia of male:
G1 Testicles and penis size infant.
G2 Increased testicular volume of 4 to 6 ml (L 25 to 30 mm).
G3 Continuation of testicular growth of 6 to 12 ml (30-40 mm L) and growth of the penis.
G4 testicular growth of 12 to 16 ml (40-50 mm L) and the penis.
G5 adult morphology.
